Professor John Ruggie, the Special Representative of the UN Secretary-General (SRSG) on transnational corporations and other Business enterprises is currently preparing his final report to the UN Human Rights Council, due in June 2011. The report will include Guiding Principles for the implementation of the “Protect, Respect and Remedy” Framework. The Palestinian Boycott, Divestment and Sanctions National Committee (BNC), on behalf of its constituent organizations and unions representing the majority of Palestinian civil society, welcomes this UN initiative to develop guidelines for transnational corporations and other business enterprises to protect human rights. The BNC submits this statement in order to express its general concern that the Guiding Principles, in their current form, do not go far enough to provide adequately clear and effective guidance that would be likely to result in a significant decrease in corporate support for or complicity in grave violations of human rights, such as those committed persistently by Israel against the Palestinian people, in defiance of international law. We believe that several specific areas need re-examination.
